Are you able to Transfer one accounts rank + money + Character onto another Profile? Like if you have a banned xbox live account with rank:123 and Money:500,000 and Your character can you bring that character plus the rank and money onto another un-banned account xbl account?

No. Gta does not allow save transfers from account to account. Neither online nor story mode can be transferred by you. You could try calling rockstar and seing if they could help you. But if you weree banned for an offense on gta then I doubt they will help you

No i wasn't banned by rockstar i was banned by Microsoft. So i just call rockstar and ask them if i can transfer my character over to another account?

No, they will not transfer your account no matter what it is/ they work together with Microsoft just take your ban and restart again.
