It says I have to install a version of the NET Framework. Where can I get this to install it?

My tool is saying not connected. Does that just mean I have no stealth or I did something wrong?

.net framework 4.5 should allow every tool to connect. I am running that and I can open every tool no problem.

I downloaded .NET 4 and the tool said not connected, but is it because I don't have stealth?
