How long are you waiting? Mine would take anywhere from 5 seconds to 7 minutes to finally boot up.

Is the chip inside changing colors? Or is just steady red or green?

Try turning it on without the HDD. It could be that. Or a faulty or out of placed chip.

Firstly, check and see if the lights inside the console is blinking green, if not then, take your HDD out and try and boot it. To see if the light is blinking, you would take your hdd off, and you will see the red light. If it's a slim, then numerous things could be wrong.

RGH can take up to 10 minutes if it was done badly.
Also, try taking the hard drive out (removing the modified launch.ini)
If that doesn't work, it probably needs a ref lash
