Should be fine although if your going to do editing / rendering make sure you have a beefy CPU & Alot of RAM (16GB should be fine.)

If you want to render videos, i'd usual recommend a nvidia card, however with the budget that the 7770 it is a pretty good card for the price. Like OP said it really depends on your CPU for rendering times, and RAM will help also.

What you're asking is if you can use OpenCL GPU acceleration with Vegas with a 7770. You can, but not with MainConceptAVC, which doesn't support the 7XXX series or later. Vegas video engine and Sony AVC both support OpenCL on the newer generations of AMD cards.

OpenCL should be a lot better than CUDA in Vegas. Whether an AMD or Nvidia card is the better option depends on the program being used.
