I found a iPhone 4s earlier on today and it has a pass code on it. How do I get into the phone or wipe it? Because I can't restore it in iTunes without typing in the passcode, help.

So you're trying to steal a phone that isn't yours? Sounds like you're in a bit of a dilemma. How about you leave the phone where it is because it's not yours and let the person it belongs to find it.
I really hope you didn't steal it. I hope they have the Find iPhone app and find it, and if it's you that has it, I hope you get what's coming to you.

1. Plug in your "stolen" iPhone on your computer.
2. Go to iTune.
3. Go to the nearest store.
4. Buy a rope.
5. Kill yourself.

Heres how to reset it:
1. Turn Device completely off
2. Hold Home button until iTunes connect thing pops up.
3. Reset with iTunes.

If its on iOS 7 and has a passcode lock, you can't do anything because iTunes locks it out unless it's plugged into the owner's computer. Even if it didn't, it still has an iTunes account registered to it. Once you restore it, you still won't be able to use it without logging into the synced iTunes account. Why? To keep dishonest idiots like you from having things they don't rightfully deserve. Take it back.
