Ok, so what happened was I went to a friends house to fix his PC. I've done this many times but somehow he manages to mess up his PC all the time. After I did what I do to every computer I have been fixing recently, I restarted his PC. After I signed in (which took a while) his PC came with an error saying "he application was unable to start correctly (0x0000906) Click OK to close the application" then it signed into a temp. account, but it still said I was signed into his user. I have looked everywhere to see what was wrong. Now, what I did to his PC was uninstall toolbars and all the add ware that he installed. I then installed a program called Advanced Systemcare 7 (which I use on my PC) and ran that. Then I updated his Avast! and that was it. I already tried system restore and deleting Avast! (read somewhere that it might fix it). Nothing worked. His is running Windows 8. Someone please help? I have his PC at my house for a few days. I do not want to install a clean OS on it. Thanks in advanced for at least reading about my issue.

On the start up simply hit the button according to advanced start up and put it into safe mode, then I suggest downloading mcafee or adaware and run a quick scan if issues are found they will be detected and removed else you will need to hit the windows home button, type refresh your PC with out affecting your files. What this does will basically let windows run a scan and restart the computer but it will clear a few unwanted and un trusted software pieces, which is his own fault really. But hope this works and aware him that next time if he downloads and opens the file and it says windows firewall can not be reached then make sure he closes the program immediately!
