Say I am playing a game like Borderlands 2 from a family game, but the person who actually owns it is playing another game in their library, will I be able to play the game? Also, how many people can be in your "family"?

You can share with a maximum of 10 people right now. And yes they can play a different game from their library, just none of the games in the "Shared" folder while you're playing. And vice versa.
you could download the game then add it it your non-steam games if its a game like DayZ or Rust where the games are nothing to do with steam
You would need to have those games purchased on Steam to receive the updates required to play. I've also been told that you cannot game share DayZ. I'll post the reasoning later.

Very good topic but you should add in that there's some games that don't support family sharing
