Xell Bootup Problem

Hey guys, I am by no means new to JTAGS/RGH's but I've been troubleshooting and I'm stumped. I have a falcon RGH which works perfectly after booting into dash/FSD but I am trying to get it to load a .elf from off the root of my harddrive through Xell and I'm running into problems. I've done the process before on a different console but this console is being stubborn, it will boot Xell fine through a disc drive boot as expected but once Xell goes through its loading sequences it appears to stop doing anything before even posing my fuse sets. I don't need the fuse sets but it is programmed to not look for a xenon.elf file until after the fuse sets have posted. Any Suggestions?
TLDR - Trying to boot a .elf but a console won't post fuse sets after booting into xell and consequently I can't boot the .elf

It wont boot into xell completely or it wont load a .elf file?
Does it come up saying USB0 or something? i forgot what it says but it just stays on USB0... i had a problem like this before, if it doesn't boot up into xell all together then i wont know what to do bro
