Hey, I believe what you are looking at is, a photo with a simple 'color correction' you can add this by adding a 'filter' on the layer, on photoshop.
With the lines / grunge through the photo, you can simply get that off a 'GFX' pack on YouTube.

This consists of a few things.
1. Use the pentool to cut out the person of focus, I normally trace their body and then make a selection and press Ctrl+J (cmd+J on mac)
2 On the background go to filter>Blur>Gaussian Blur
Set it to about 5
3. On the layer you duplicated, use the Plug-In Topaz to give the effect shown above (Oil Paint will also give a similar effect)
4. Add a gradient layer, set the blend mode to overlay, and play with the colors and opacity
