To have someone dupe their car for you to you need the 400k garage to get the car?

no you just need a garage that has the animation when you leave. you can use weasel plaza or the one by vespucci beach i know for a fact

if you leave your garage and it puts you on the street every time then you cannot use you

if you leave the garage and watch the door open then drive out then you can use it

All apartments you can do the dupe glitch with! You might be able to do the sell glitch but I have yet to test

No you don't have to have the 400k one :-)
