I highly doubt that you would give someone $50 PayPal just for their help. Anyways,
So can you downgrade from iOS 7.1 back down to iOS 7.0.6 or an even earlier version? The short answer is not anymore. There was a very short time window right after iOS 7.1 was released when you could still downgrade to iOS 7.0.6 for a couple of hours.

Don't know how reliable you believe that to be, but I use them as reference quite often, and they generally know what they're talking about.

So, that being said, as of now there is no way you can downgrade.

well its not as simple as you think, I am guessing that you are wanting to downgrade to be able to jailbreak your iDevice, well the problem is, that Apple isnt signing lower then 7.1 so that means if your idevice hasnt been jailbroken before now then you wont be to downgrade(as far as I know) you need to have SHSH blobs saved from lower firmware from cydia. A program named iFaith can help with this.
