Hey so I dont understand the GTA 5 situation. DNS modding used to be easy and anyone could do it but it caused constant complaining of how bad the economy was. Now when there are no mods for normal players I would expect some people to work on jtag/rgh modding but I havent seen anything in months about mods other than iso's.

Are there any public mods out there for jtags that work for RP and cash? It would be greatly appriciated.

If not why is that? Do they have special antihack against these things?

There's a lot of old tools and new ones that were released for modified console users. I suggest getting a jtag or rgh and doing it yourself.
