I am just wondering if I should buy a 2014 MacBook Air (that should be announced at WWDC in June), or some sort of tablet like a Microsoft surface for university/college?

Well it depends what you're using it for doesn't it? I would go with the Mac if you're doing Music/Video production just because they're damn good for it (and windows 8 has compatibility issues with some software) but a windows machine for pretty much everything else.

No, I'm going for a bachelor in medical sciences, so I'm using it as notes, projects and what not.

If you can afford it, get the Macbook.
Chromebooks are great cheaper alternatives to Macbooks though, have a look out for the new Samsung ones coming out soon.

Buy notebooks and pens for taking notes unless you won't be drawing diagrams or equations. I used to use a Thinkpad X230T, which has a Wacom tablet display, for notes in engineering classes like physics, calc, etc. but soon got fed up with it and switched back to pen and paper. I couldn't imagine trying to type notes in classes like those.
What I'm saying is that whether taking notes on a computer is a good idea completely depends on the class. For computer science classes, pen and paper feels all wrong. For english and history classes, typing notes is great because I type much faster than I write.
I would not easily suggest a Chromebook because you will inevitably have a class that absolutely requires MS Office. Granted, the school provides plenty of computers that have the software you need already installed, but having your own PC and software is extremely convenient.
Get the Macbook if you can. They're still arguably the best ultrabooks and you can get an education discount.
