Nope, currently no jailbreaks at all for 7.1 although I could be wrong and no one released it or is keeping it private.

Nope , evasion haven't released one yet. Supposedly they are saving the exploit for Ios 8 so I would just wait for that.
Also you say "any jailbreak programs". The only real jailbreak tool for ios 7+ Is evasion so I wouldn't recommend using any others as they are all fake and most probably viruses.
