how do i get my money back on paypal i payed 15 bucks and it says refunded but whenever i tried to buy something from someone it said==== Your card issuer denied this payment. If you have another debit or credit card linked to your PayPal account, please use that. Or take a moment to link a new debit or credit card. Contact your card issuer if you don't know why you were declined----so please help me
