can this video card do well in first person shooters SAPPHIRE 100364-4GL Radeon R9 270X 4GB GDDR5 Video Card and also do i need anything special in my build to run dual monitors

That will do fine and you might just have to buy and extra DVI or HDMI cord for second monitor

ya i have like 10 hdmi's this is my build can u give an opininon
im wanting to burn iso and games for back ups of course and do fps gameing also make rte tools jtags and rgh but mostly gameing and modding

I would go down the Intel route if I were you, AMD is just dead now.
