Yes, but when Intel chips run a lot hotter than AMD chips it affects it. When my CPU hits 50C the cooler becomes less efficient at dissipating heat as the entire thing is hot to the touch.

50C is nowhere near a hot temperature. Also, you're comparing a $34 cooler to an $80 cooler. Of course anyone would prefer the NH-D14 over the 212 EVO. But some people don't have the option, or don't care to spend the extra money. In those cases, the 212 EVO will do perfectly fine. No-one's arguing the NH-D14 won't do better, but to say the 212 EVO won't get the job done is wrong.

For an AMD chip it is, 62C is the temperature where it is rated at.
Let me reiterate as I don't think you are getting what I am saying. I personally wouldn't feel happy with a 212 on an overclocked Haswell chip. I would rather spend a but more for a Cooler Master Seidon AIO or a Noctua nh-u12s

We're on the subject of 4670Ks, not AMD CPUs. For Haswells, a 212 EVO will be just fine under normal overclocking circumstances. That's the last thing I will say.

What is your budget for all three?

careful with Razer peripherals. They are fine but fragile and expensive for the performance. Also if you have any general auctions in your area they are great for finding cheap monitors.
