-Changed PSU, Heatsink.
-Got superclocked edition of GPU
-Changed to an i7
-Better quality RAM
-added a CD drive so you can install drivers and stuff.
Also, this is pretty similar to my build except the processor, I have an 4670k and a 780 Ti. I can play BF4 at like 60-70 FPS while streaming.

Unless he is going to utilize hyper-threading the 4670K is a better choice.
4770K is a waste as the board doesn't support overclocking, so the 212 is also a waste
GPU has a stock cooler, although it is good, I would rather have a better cooler.
CX PSU's are ok, but there are better options.
