The High Life update will not be released in you're Region until it is the 13th
The reason why it happened with The Business update was because it had got leaked which caused it to be released early. If you go to change you're Locale It does say something along the lines of DLC and etc not being Released. The DLC is released by you're Router if it is English, German Etc


This is not Confirmed but seems Logical
