So i am trying to re download xbox 360 neighborhood and i get it all downloaded, i run the down loader, it downloads. But then once its all done i cant click the program. I used to be able to but now i can click it but it wont open, Ive tried alot of different things and havent been able to fix it, any help would be great.

And when i try to right click it all that comes up is Cut, Create shortcut, And delete.

Restart your PC/Laptop.
Sometimes if your PC/Laptop is slow it wont open for a couple of Seconds or even Minutes.
