Could someone build me a PC for 250/300GBP?

It will only be used for studying and normal internet usage, so it is not a gaming pc. I may use it to play a small amount of Minecraft in my free time, but I don't think that should need to alter the build.
The specs do not have to be spectacular, just something that will run smooth for what I stated above. The price can be anywhere in between that margin with exception for 20-30GBP if necessary.

Also I should state that I do not need a monitor or OS (keyboard and mouse is optional).

Great for working and can do decently at Minecraft and other games.
