The budget is very low which means very low performance. I would get this as it uses "quality" parts and it has more upgrading capabilities.

The Intel HD4600 should perform about the same against the HD8570D, but the CPU itself is stronger. You can also later on pair it with a dedicated GPU like the GTX750/750Ti, R9 270/270X, GTX760, etc...

I personally wouldn't recommend and apu, as in one of my builds im currently using an apu, but im using mine in crossfire along with and Dedicated AMD HD GPU. I honestly would recommend getting a cheap but effect cpu,(an anthlon) with a budget gpu. now if you want apu i recommend going with a crossfire setup

Many people misjudge the power of APU's, the new ones by AMD are actually really good.
