Do other tools connect?
I'm not sure about that tool "Project GoodBye" but did you add all the .dll's inside a folder with the tool it's self?

Project Goodbye is a shit tool when it comes to connecting. You need to be using an old version of XRPC, not the current one you find for download today. Other tools should work fine as long as you have the new XRPC as one of your plugins.

Is your JTAG/RGH connected to computer properly?

The error was due to an application crashing or being partly installed/un installed I'm restoring factory defaults to see if that works.
