AMD Radeon HD 8670D is not very renown for its processing power and FPS output
so as for high i would say a no but it might get medium
EDIT: Looking at the reviews, a lot of people said it died in months, so i would not advice buying this. Build your own.

High settings? No if he wants a good FPS then he will not run it on high, APU's aren't THAT good they are good for the price sometimes, buying a prebuilt makes them not worth it. OP i would recommend building your own computer

No an APU will not run watchdogs anywhere near high settings. No matter what APU you get they will never be strong enough to provide the power you need for High settings. What you need to get is a dedicated graphics card, a 270x would run this just fine on high. Right now there are certain deals around the internet selling them for around $200. Hunt around for them.

If you decide to get a Dedicated graphics card, Get a nvidia one as they are more optimized for watch dogs unlike AMD

But if he gets an AMD APU and doesn't have a lot of money, he could get a R7 250/260/260X and run them in hybrid.
