i was one of them untill i got banned

The definite answer Is no, you can no longer get recon, the original way to unlock recon was to complete all the vidmasters In Halo 3 and Halo ODST once achieved you would go to bungie.net and from there you could unlock It, once 343 took over you couldn't do that so they gave everyone who has played Halo 3 at least once Recon for a short period of time and stopped doing that, for whatever reason
