Idk why but i have the same issue. I figured out you have to use the launch.ini provided for your stealth provider to work and then you can add the other plugins. i know its weird but it works

ive had that type of problem. But i went in my launch.ini and set http=False and was able to connect. even tho its suppose to be for gta v. it worked for me
