This is my guide for picks and bans in patch 4.9. There is a key below this telling you what each number means. If you have any suggestions for this guide feel free to tell me below ^.^
I made this guide because I feel like people in lower tiers could be a bit more successful with the knowledge that pick/ban phase is really important. Although it isn't as important as the pick/ban phase in competitive play, it still plays a large part in your solo queue games. A good way to learn the game/get elo is to learnwhat is strong in every patch and play those champs.(Although this isn't the method I use personally to climb the ladder.) I thought it was important to mention the number of roles a champion can be top tier in because sometimes it is this fact alone that makes the pick so scary. Currently, you can pick kayle in the jungle, top lane, or mid lane and wreck face. This means it is hard to counter pick because you don't even know what lane the kayle is going. It makes the game easier to ban champs like this out. Also, when using this list keep in mind what role you're going to be playing. If the OPs are banned out or you're not worried about OPs, ban counters. Nobody likes playing Zed Vs Kayle.

Jax: The reason Jax is such an OP right now is basically because TP is so broken. You can just farm until you have items and constantly TP back to your lane. Basically, farm til you need to back or you want to buy and TP back to lane. As long as you stay in lane for 3 minutes and 20 seconds, you can just tp right back if you need to buy. This makes jax really broken because the main weakness of jax is his early game. The way to beat jax is to harass him and outsustain him, but how is that possible if he can tp back every 3 minutes and 20 seconds. In my opinion, Jax isn't broken as a champion. He is just broken in this TP top laner meta. Other factors that contribute to this are the renekton ulti nerfs, the fact that renekton is pretty bad in the TP meta, and the tank mastery nerfs which made tanky top laners less dominant.
Ryze: Ryze was always pretty strong, but what set him over the edge was his Q range buff. This made Ryze dominant in the top lane because most of his opponents in the top lane are melee. Ryze vs. pretty much any melee top laner goes into Ryze's favor, and that's not good considering Ryze's late game is ridiculous. The TP meta only made him stronger. Being able to TP to his tower every 3 and a half minutes gives him a sort of sustain that he wouldn't have without tp.
Jungle:
Lee Sin: Well, Lee Sin is still the most dominant jungler. Is he an OP, though? Probably. Should Riot nerf him? Probably. Lee Sin has a very fun and mobile kit that dominates in the early game. Some would even say his early game is OP. Lee Sin's early game is so strong that other junglers are simply not viable due to his existance. When is the last time you saw a Nautilus jungle? Lee Sin is relatively balanced due to his weak late game, but this is the tricky thing. Lee Sin's late game is actually really good if you're a godlike Lee Sin player. If you have Lee Sin mastered, then you scale just as well as any other jungler. Basically, Lee Sin's early pressure is so strong that it makes other junglers not viable. This probably isn't healthy for League and should be fixed. All these reasons are why he's strong, but not why he is on this list. Lee sin has the ability to camp a lane better than any other champ pre-6. A good Lee Sin can give a team a huge lead in the first 10 minutes. Although this isn't mentioned a lot, his existance also makes top laners like Darius who have no escape relatively weak just due to the pressure he can apply. Until Lee Sin's early game is nerfed, I will continue to ban him.
Vi: Vi is.... an interesting champ. Vi isn't really OP, but she has a really strong kit that is really annoying to play against. Vi's ultimate is often used to camp mid lane and basically can decide a lane. I would ban this if you're an escapeless Mid laner, but other than that I would ban others over Vi. Basically, Vi is just annoying.
Mid Lane:
Kayle: Where do I begin with this broken mess? I'm not sure how kayle has flown under the radar for so long, but before season 4 she rarely saw play. In season 3 she was sometimes used as a counter to Zed because he was so strong, but if I had the knowledge I have now I would've said **** zed let me just play this champion every game. Kayle has managed to come off of a nerf and be a stronger champion every time. Kayle's late game DPS is ridiculous. Before the Q nerf she could 1-shot any carry, but now her new style is to destroy and entire team in a matter of a few seconds. This champ can be played in the jungle, mid, or top and carry a game easy. Kayle has a stupid amount of utility and damage. Keep this champion permabanned until they hit her with some hard nerfs.
Ziggs: Ziggs is pretty strong champ and some would consider him OP, and I would agree with them. The only reason Ziggs isn't permabanned right now is because there are just better champions out there. The reason I have ziggs on this list is because of his stupid amount of waveclear and objective control. He also is a lane bully to some champs after he picks up a chalice, and his late game poke can be a a little absurd. It's nearly impossible to end a game against a ziggs without diving him or catching somebody out of position, and even if you dive him there's a good chance you're going to die because he can deal with getting dove really easily too. I think what makes him strong in a solo queue environment is that it takes a lot of teamwork to create a splitpush system to beat ziggs, and that's not a bad thing. I just don't think there is much counterplay to ziggs in solo queue. He will destroy you at baron and dragon. Oh, you better no try to siege against him or you will be there for a while. The only ways you can beat him are to crush him in lane and to splitpush, and those aren't 100% guaranteed to work.
Bottom Lane:
Lucian: Lucian is a pretty strong ADC. The reason people view him as a got-tier adc right now is because he is literally good at everything. He has a good early, mid, and late game.In fact, he is great at everything. He has a ridiculous lane phase due to his passive. His late game is really awesome because of the 120% AD ratio on his Q and he has a getaway as well as an ultimate that makes kiting easy as possible. Basically, Lucian is what every adc is supposed to be and that makes him OP because all of the other ADs are mediocre except for a few.
Twitch: It's hard to say why Twitch every left the competitive scene. The only reason I can think Twitch was brought back to play for would have to be the Zed nerfs and the overall nerfs on assassins. I also think Twitch's laning phase is a tad too strong for someone with a late game that strong. Other than that Twitch is pretty average. His mid game is bad and he has no getaway, but other than that he is a really solid pick.
Thresh: Thresh has a good lane phase, mid game, and late game. His entire kit is crowd control, utility, and damage. I don't think thresh is OP because of his cc, damage, or his utility. I think he is OP because he does what every support does 10x better and more. Thresh has an escape for his adc, engage, disengage, peel, catch potential, and he is tanky on top of that. What makes him even more stupid is you can hit 40% cdr in 2 items making his hook a 5.4 second cooldown at max rank if you land the initial hook. Every 5 seconds this guy is throwing out hooks onto somebody. It's not even about landing that perfect hook. It's about deciding which perfect hook out of the 10 you can land you want to go on. Thresh is amazing at everything. His only handicap is his high skillcap, but this is how the thresh skillcap works: There is no such thing as a bad thresh. If your mechanics are bad on thresh then you are a decent thresh because of the sheer amount of power you have in your kit. Just by existing you gain power. If you have good thresh mechanics then you are great at thresh. I think he just needs half of his kit taken out of the game, but knowing that isn't an option then I would say some cd nerfs would have to be issued to get this champ under control. You could say he is the thresh of supports, but the difference is there are a lot of other good supports to choose from. They all work great, but Lucian has little to no competition.
Morgana: Morgana's strength is pretty easy to understand once you know a little about the champion. Morgana's Q is a snare that lasts 3 seconds at max rank, and it has an 11 second cooldown at all ranks excluding cdr. This alone makes her a ridiculously strong pick. Morgana's W is a pool that does little damage, but it is so good for zoning in the bot lane. It's hard to last hit against a morgana because you have to avoid the pool and you have to worry about her throwing an everlasting binding that could surely be your death. It's very nerve-racking to play against a morgana. Her E is a spellshield that only breaks on magic damage. This is great against lanes like lucian+thresh because they do very little magic damage to break the shield. This way you're safe against thresh hooks and flays. Basically, Morgana's popularity is completely understandable. She is a strong counter to the strongest bot lane in the game and she has a really strong kit. I expect some Morgana nerfs very soon.
