Recently all ads have started appearing when I click and on the side of my screen. A bing toolbar has also appeared, I have tried re-installing chrome and run a scan and still no luck. I also have ad blocker. If anyone can provide me with some help I would be very grateful. Thanks.

-Go to Remove Programs
-Look for any suspicious new programs, many will have names with 'shopping' or 'bing' or 'search bar' in their names.
-Un-install them
Should be good to go, if you can find any programs...

Should I uninstall this, the problem has only happend recently and this is recent.

That is indeed adware. Adware is usually installed along with a seemingly legit program. It is also known as a 'PUP' (potentially unwanted program). Most anti-virus packages won't pick it up because in the installer, you would have agreed to install it. However, it could have also made it's way onto your system by a Trojan-Downloader or another way attackers may send payloads to your PC.
Ad-blocker won't remove these ads because they're loaded by a plugin or by an exe.
To remove the adware, use adwcleaner. It is very effective. I would also suggest running a subsequent scan with hitmanpro or malwarebytes because they may also find some PUP's and some adware. It may also find a Trojan-Downloader if that's how it got onto your system.

You have a good ol case of Adware

For Google Chrome
Open Google Chrome
type in the address bar: or (Goto the 3 stripes in the top right corner, select Settings and on the left side: Extensions)
Remove Media Viewer, Media Player, Video Player, BetterSurf, WebExp Enhanced by clicking the trash can icon, right next to the browser extension.
Restart Google Chrome
Optional: If the malware is still there, consider resetting Google Chrome to default settings.

Just a quick google search shows that that file may be what's causing your issues. It looks like that file may be a 'ADSPY/AdSpy.Gen' according to Avira AntiVir.
