Whey wrote Open up a dispute with PayPal and provide as much info as you can in the detail box. It will give him around two weeks to reply with his side of the story. Paypal will then decide who is telling the truth and the money will be refunded if they believe you are in fact telling the truth.

But when your Paypal is limited, you cant issue a refund?

PayPal will forcefully take the balance out even if it's spent. In that case he would have a negative balance.
