I've never seen this skin before, does anyone know how to get it?

It's the blast skin, you could get it by modding your Halo 4 loadout weapons and choosing the BR w/the blast skin. Other than that I don't think you could get it..

Oh okay, thanks for the reply man! One question, would you happen to know anyone who may have been banned for using it? Let alone could you get banned for using it?

I have it on one of my classes, and play Halo 4 all of the time and I never got banned for it. You don't see many people getting banned for modding their classes in Halo 4 although it's possible. You could risk it if you'd like to.
