When I try to join online it's saying the rock star servers are down but my friends are playing online

That does not necessarily mean he is banned.
Sometimes they dont load for people and you just have to wait for them to become available

Don't Panic, relax

Just try again later on.

You cant get banned for glitches, they will just reset your money or something daft like that. Everybody is doing this miney glitch, if they do start banning people for the money glitch. Then I feel sorry for Rockstar.

Yeah, I don't think you would get banned for the money glitch.
They'd probably reset you and give ya the dunce cap!

If he was banned he would't of got an error screen. The servers have been having problems for people for the past week. Probably going through peoples accounts to ban modders
