Can you explain a bit more on what you are trying to do. Are you trying to stream some sort of video on your iPad or are you trying to stream your iPad screen to the internet?

There are different things you can buy to stream or record your screens. I bought a capture card made specifically for my Nintendo 2DS.

That is crazy. I didn't even know that they made these!

Also, @OP: I use a Cydia tweak called "Recorder" to record my screen and you can use the video after it has been saved and upload it straight to YouTube!

I understand what you are trying to do but I am unaware of any app that is capable of livestreaming your iPad screen , I do know that jailbreaking your iPad allows you to download screen recording software and allows you to see whats happening on your screen in real time on your computer (I can't remember how you do that). If you can manage that you could download steaming software such as OBS or Xsplit and select the window with your iPad screen and you could stream through that.

If you are just wanting to just stream from the built in camera I think there is an app called Ustream which allows you to stream through their service.
