Honestly, you need to switch from AT&T. They are AWFUL.
I would recommend Comcast, really Xfinity.

I would recommend switch ISPs. The only thing that can help reduce lag is moving closer to the modem/router or you can switch ISPs if your current contract is almost up with your current ISP.

Something you could try is changing the WiFi Channel on your internet settings, put in 192.168.1.0 and the login should be on the router just look for the
wireless settings on that page and change the channel.
Source: I've done it myself.

First check what package your paying for and what speed you should be getting, then if you don't have a current gen Wireless N router, bag one of those off your ISP, tell them your not satisfied its there job to help you !
Those speeds are just downright low, check there pushing all the bandwidth through i know my isp atm put me on 9mbps when i should be getting 28mbps ! Phone call is in order.

30 mbps is the national average if that tells you anything.
In terms you can better understand, that would be a HUGE improvement from your current ISP. You would be host quite often as well.
Tip you may not know:

Tip you may not know:
Wireless connections are much slower than wired connection. So, if you have a wire that can reach from your router to your PS it would be much better than a wireless connection that I feel you use.
