Unturned can run on a toaster! Developers comments not mine!
Anyway il try and help,
Firstly, close all background programs such is, internet browser etc.
Turn down all graphics settings to as low as possible and also turn down your draw distance
I also reccomend downloading a free program called Razer game booster, I use this when playing Day z, without it I get 7-10 FPS with it I get 30 FPS so i assume the same will aply for unturned, It basically closes all un needed programs and ends un needed processes while your game is being run, devoting more CPU etc to unturned rather than what it was origionally being wasted on.
Hope I helped a little.

Yeah, razer are fine. A great company that also make the best keyboard/mice/headsets around!
