I see people with names on the leaderboards and when I spoof my XUID it wont show up colored it the leaderboards.

The only person I've seen do that was the Brown Modz dude and I don't think he wants others to do it, it's like advertising for his service in a way.

just change your name in game then set the rounds its not that hard

Go on Mw3 go on score then about rank 150-190 theres a guy with the facebook logo as his Gamertag

There are private tools that can push stats like leaderboards, none that I know of are public. There is a tool however, that allows you to change your name to any icon that is stored on MW3, so the Facebook logo is possible.
