It may be the servers you are connected to.

if you're not using any services then you wont be able to connect to xbl without getting banned. You can use offline files but I do not suggest that

If you aren't on a server, you most likely have liveblock enabled, if you turn it off and try to connect with right dashlaunch settings, your kv will be banned by xbl

Well that doesn't apply to me. This is something else that is only affecting creating accounts. I have stealth and a fresh KV and have been on dozens of times with these same settings. I get the usual xblse notifications and everything, just can't connect to xbox live.

It was happening to me a while back on he sawyer offline files. It would say sawyer enabled with right launch.ini and wouldn't connect to xbox live.

It very well could be because you are in a bad spot where the internet signal isn't great and are not connected through a ethernet cable

No, that's not it. I'm in the same room, with the same set-up, with the same plugged in ethernet cable. I'll check my launch.ini file, but this is bizarre. I reset my network settings and still nothing.

Edit: I'm going to completely disassemble everything I own really quick and then plug everything back in and try again.
