No and yes.
IF you joining the army, your old enough to make your own decisions. Just explain to her that nothing will happen etc.

I'm in Australia, so i have no idea of how hardcore the ROTC is, however you need to see it from her point of view, her little boy is joining the army, and all armies are usually associated with people dieing for obvious reasons, even if it is the reserve, she is frightened for obvious reasons, however i think you should go along with it as it can lead to some pretty cool accomplishments...i think?
My 2 cents
Meant no offense with this, i was trying to word it from what i think a mother would be thinking.

Yes and No, Basically you just need to sit down and explain to her that you're old enough to make your own decisions and show to her that you will do everything to not get hurt. You cant promise her you wont get hurt as that's not possible but you can help her by showing her the love you have for her and that your always be there for her.

it pays for college, and then i have to serve 4 years active, then 4 in reserve, but i will be a 2nd LT.

Four years in active duty is a VERY LONG time, but if you feel as though you're up for the challenge, go for it mate
