Basically i've just purchased the latest macbook pro, and after downloading photoshop last night, i noticed that whenever i try and create a signature sized image (340x40pixels) and import an image taken from the web to render, it really distorts the picture quality and seems all fuzzy and blurry, even when i save the image it stays blurry. I understand why this happens when you upscale an image that has a low resolution, but why shouldn't you be able to decrease the size of an image that was originally over 2000x800 resolution? Am i missing something?

Cant condense images without quality lose or at least not with PS's algorithms, less pixels = less area for detail.
