Yes he means post. I think if it get's like 8 or 10 down votes it fades.

For an example this post right here getting all these down votes, you will start to see his reply fade.

But I have to admit the up/down vote does get abused happened to me a couple times.

They really don't do anything besides show if someone likes or dislikes your post. If your post is useful then people will probably upvote it, if it's not useful then it may get downvoted.
