You can only get this if you are in the preview program. Have a usb with music on it put it in the xbox one and it should prompt you to download the Media Player Preview app.

I'm using my s4 and a USB and people are saying if I plug it in it should prompt me with a install or if I go to system then manage storage it should be there but it isn't and I don't know what else to do.
