No. Quickscoping isn't back.
Treyarch just "tweaked" the snipers abit thus making it easier to Quickscope.

It's back. It's just impossible to get long range. Everything else is easy just takes more skill. It's back

It is basically back it is just hard to get long range quick scopes now.
