So, the problem is that I have a TV in my household that I want to use as a monitor since currently I do not have the money to buy a new / 2nd hand monitor that displays at 1920x1080 and when I configure the TV in the windows resolution options, the TV is registering 1920x1080 as the recommended resolution however when that option is selected, it looks like upscaled 768p. When I run it at 1360x768 it is crystal clear?.
I am using HDMI, Graphics card is MSI R9 270X.
TV is made by Polaroid. I'll grab a link to the product shortly.
EDIT: Found the problem. apparently the TV takes in 1080 sources however doesnt output 1080p, thanks for your help guys

I have this exact problem actually and it's very strange. I have a completely different TV to you and a different graphics card, however I've found the problem is using a HDMI cable. Once I switch to using VGA the screen quality is very good.

Ok, so I plugged in a VGA cable using my DVI to VGA cable on my graphics card since it doesnt have a dedicated VGA slot, and the monitor recommends 1360x768 and looks like a what it did when I went to 1080p from 768p on the HDMI cable. I looked around CCC and no options to help it out.
