As far as I know you cannot increase your Upload Speed, It's up to your ISP.

I highly suggest you upgrade to Fibre Optic if its available in your area.

You can't increase your speeds, you either need to get a new ISP or upgrade your current plan with your current. Can i ask who your ISP is right now?

If you're using a Wireless connection to test your UL/DL speed make sure you're not too far away from your router and that there's no thick walls blocking your connection.

If you keep stuggling to improve this you're best to contact your ISP as they're the only people than can really make a difference for you!
