If you wouldn't mind, pick up your BO2 case. Take a hard look at Both the Words Activision and TreyArch on the case. Now look at Cod Mw2-3 or CoD Ghosts and See Infinity War and Activision.
Activision is simply a publisher, that is all.
Activison publishes and OWNS call of duty. Also Inifity Ward has "Creative Authority" over Treyarch.

Treyarch owns the rights to a Round based, Competitive Zombie side mode and ONLY Treyarch can make such a mode under the Call of Duty title

Activision OWNS the "Call of Duty" franchise, Treyarch, Infinity Ward (and now) Sledgehammer Games are only the developers. If Activision decides they want to bring one of their assests (ie: Zombies), they have every right to. You people obviously have no idea how this works, do you?
