I used to look everywhere for them but, the moment I stopped looking they all spawned.

I find loads near my garage at marina heights. Set your spawn on last location and enter the shark card store then re enter your lobbyy to refresh the car spawns in that area. You can also find them near the docks at around 4pm game time.
