Planning on Live Streaming and Playing games like CS GO BF4 Gmod DayZ

An i7 would be beneficial for your needs but since it's going to set you back at least $300, it's out of your budget. 16GB RAM would be helpful for editing and probably streaming but that's also out of your budget, unless you want a low-end GPU. I'd recommend upgrading from the Pentium to an i7 if you can manage to get an extra $300 sometime in the future, as well as adding an extra 8GB of the same RAM if you can manage to get an extra $75.

Granted it's slightly over budget but for gaming, it's fantastic. The R9 280 is a higher end GPU so won't need upgraded for some time and the Pentium is fantastic for gaming.
