I recently went on ebay to buy some players cheap as i have in the past and come across a pele for 30gbp is that a good price as im thinking of buying ?

Thats most likely a scam mate.
Ive had Pele 2 times and sold him for 570 both times.
Id say its a scam, but its your choice to take the risk.

Yeah but if you do get it than it could be a scam..
Make sure you check the description fully and make sure it isn't 'Pelle' etc, then if isn't you could open a dispute.
