I have switched from xbox 360 to ps4 but didn't buy fifa for it, if I go on the web app on wednesday will I be able to carry that on to the ps4 or will it link to my xbox account?

You will not be able to unfortunately you can only go from 360 to one and ps4 to ps4 nothing else.
