If you are on Xbox One it should let you buy them on the store.

If you are on 360 or PS3 you will have to buy them on Fifa 14 and then when you load up Fifa 15 it will ask do you want to transfer them.

Will it let you transfer them to the web app before the actual game comes out?

Only way you can transfer to webapp is if you have early access.
