Your midfield is way too attacking
I'd recommend Toure (although I don't know the prices so if not, Matic or someone similar would do the job)

Rooney has never been the best striker as his workrates take him out of position way too often
Replacement strikers are there in abundance for the BPL, pick who you like (Lukaku looks decent)
